About Victor:

A new opportunity has brought me to a new chapter in my career. After a fulfilling 24 1/2 year career I have retired from the Fort Wayne Police Department in Fort Wayne Indiana. I have spent 20 of my 24 1/2 years with the FWPD Crisis Response Team specializing in negotiating with hostage, suicidal, and barricaded persons in crisis. My last assignment was in the Robbery/Homicide Division of the detective bureau as a homicide detective.

From September 2015 through August 2016, I worked as a Police Lieutenant at Parkview Police and Public Safety. I supervised a staff of 24 public safety officers, dispatchers, and police officers. I also conducted training for clinical staff as it related to hospital policing and workplace violence. I worked closely with all hospital department managers and educated them in how to best utilize our police department personnel to their advantage. I posses strong communication and organizational skills. I specialize in de-escalation techniques with persons in high crisis as well as persons with mental health illnesses. I posses a strong work ethic and a true commitment to my community.

The Ossian Indiana police department offered a position which I occupied for a year until I was approached by National Tactical Officers Association, (NTOA). I'm closing in on one year with NTOA as a contracted instructor teaching Basic Hostage Negotiations and Advanced Hostage Negotiations courses. I have the honor of teaching with negotiating instructors very well known and respected in Canada and our Country's hostage and crisis negotiators community. This new venture has been fortuitous and exciting for me. I look forward to continue to grow in my career as it progresses with this new venture.

I am glad to announce that starting May of 2022, I will be participating as a contract instructor for Strategies for Youth! Another great opportunity to utilize my skills to bridge the gap between law enforcement and today's youth. Now into my 5th year as an instructor with NTOA, I will continue to instruct for NTOA to fulfill my passion for sharing the importance of hostage and crisis negotiations to law enforcement.
